John Kemp Starley was indeed the originator of the bicycle with equal 
size wheels and chain drive. He and Sutton formed a partnership to make 
'ordinaries' similar to those of his uncle, James Starley who was known 
as the father of the cycle industry.

Sutton separated from the partnership with JKS after a time, but by then 
the name 'Rover' had been applied to their products because the buyer 
could 'rove' anywhere on their machines. When the safety bicycle was 
developed, it naturally, was marketed as a 'Rover'.

There is quite a bit of information on the 'net about the history, along 
with some miss-information. There are also several books on the subject, 
but as I am in the throes of packing, I can't dig out the books in order 
to give you the titles.
