you're  saying  the same thing - the reason you want it to  get out of the way it so prevent it from not getting jammed.  That said, i'm not sure if its  purely the most popular -  I believe their was some  consideration  for  popular sequences as well - e.g. don't have "a" and "l" next  to  each other because they occur in sequence  a lot.
