[Rovernet] 2000TC Starter Trouble

My 2000 TC starter has been giving me trouble. It engages, then sounds like it is slipping out of the ring gear and spinning without engaging.

I have had the starter rebuilt, cleaned the connections, bypassed the solenoid, and double-checked the engine ground strap.

What might be causing this?
