[Rovernet] 3500s servo puzzle

Hi all. I’m having trouble sorting out an issue with my 3500s servo. I just rebuilt it with a jaguar kit from Moss Motors. It’s back in, and is causing the brakes to bind up when I start the engine. The master is brand new, all vacuum lines good and properly connected. I’ve had the servo apart twice and after correcting an improperly placed spring in the shaft, am still having trouble with it. 

I checked vacuum at the master air valve and that is good. Good vacuum at the canister. 

Any other thoughts on What might be causing this?
