Vern,

Papers or not, there’s no way that car would ever see the road again. Also, NH is a title exempt state, so few cars that age have titles. 

It would be possible to obtain a title, but I’m fairly certain the car is beyond saving.

As for federal features, I did notice hazard flasher indicator on the dash.
