I’m puzzled, the speedo is mechanical. Does your car have round dial or the strip speedo?
All Lucas cars from the era used the same voltage stabilizer and I don't think they are polarity sensitive. But Moss sells cheap stuff too - or at least built to a price — so I could see the problem being a bad one. But the speedo should work.
The Petronix question depends on what tach you have, some of them read low or erratically. There are fixes that don;t need the tach modified. Again, depending on the exact tach it might not be a problem.
The 2000s never had fan shrouds.
