Hi Jonathan,
I'm in British Columbia, where the rain never ends, so for outside use I
would very strongly suggest ordering a Cover Systems outdoor cover from
Wadhams. Really well made (in the UK!), triple stitched, the door zippers
are really handy, 4 straps underneath to secure it. I love this cover.
I use an old fabric cover underneath, this prevents "wicking" and keeps
your car dry. I'm willing to bet using a blanket on the horizontal surfaces
like bonnet, roof, boot would work well too.
I don't know if it has provision to be locked.
Cheers,
Gord
