I have been following this thread without intervening because I hoped that someone in N. America would be able to help you with what you need, but so far that does not seem to have happened. I live in the UK.
I think you will have a real problem getting the key reproduced without one which can be copied. I have a similar problem here in the UK where I have lost the key to a car with a column lock, and my attempts through British Motor Heritage to get the necessary information foundered because they don't appear to have this sort of information for Rovers (although it would appear that it might be available for other marques).
I suspect that as others have already told you, the only solution is a new steering column lock assembly (although you will be able to re-use the electrical component if you just buy the lock part). I have a LHD assembly as used on European series 2 cars, but I do not know if it is the same as used on the Federal models, which might be the same as on the 3500S Auto. I did have some 3500S Auto ones, but I believe that I have now sold them all, but I can have a look. However, at the moment I have been stranded in France after a skiing holiday because I tested positive for Covid (although I have had all three injections), and the dear French want me to self isolate here for 10 days (several of which have now passed).
I am surprised at how little anger you appear to be displaying towards your mechanic who is the root cause of all this problem, having been extremely careless with your property. It would be my advice that you just buy a lock assembly and tell him he will have to pay all associated costs and fit it free of charge.

So the long story is he needs: key blanks or a used column lock with keys or (dreaming) a new assembly. Part number in 1974 was 620179, 2200 used the same appearing assembly but with part number 620264.
The lock should use a single sided key as far as a blank goes. A company called Clark & Clark in Michigan makes blanks for the correct era of BL cars, but that doesn't mean they make the right one for Bob’s early A suffix car.
Even better would be the body shop finding the key, I’ve still got my fingers crossed for Bob on that.
