There is a slot in the collar so a machine shop can press the stub axle out of the collar, so it isn't essential to machine it off. Very early cars didn’t have the slot, they had to be machined off.

Though Rover wanted you to replace the collar, you can reuse them as long as they haven’t been damaged during removal. New ones are available.

If you are going to replace the seal, you should replace the bearing too. And  take a very, very close look at the stub axles themselves. They develop cracks in the spline area, right were you see the wear marks stop and then eventually shear.

Both the seal & bearing can be sourced locally, collars are an England item though there are drawings available to have one machined up. Stub axles are difficult to find new I think.
