For what it's worth, I gave up on my original starter and bought a gear-reduction unit. I normally hate the gear-reduction units, but after a second rebuild of the original still resulted in iffy performance, I bought one from WOSP and have loved it ever since.

I normally hesitate to fit a gear-reduction unit to any other classic, but I've been super-happy with this one. Perhaps it's because the 2000TC is high compression, but it seems to make a really big difference.
