Check under the floor dip switch. They always collect dirt there.

The high and low beams on the 12 fuse cars are completely separate for most of their run hence high beam works when low beam won't. there are no relays in the system so if youhave upped the wattage of the bulbs significantly you can overheat various bits, the main things to check are the fusebox terminals (they aren't a true clip in fuse holder, they are left and right side blades held apart by plastic), Then pull all the excess wire out from behind the lights themselves and check its all plugged in properly. Then check the steering columns switches. The current flows through rivets in these and they can corrode up or the insulator breaks ( me thinks this is probably it given the symptoms). Taking the steering wheel off is worth the effort to do this task properly. If they are stuffed I've got spares. Finally check that both charging wires from the alternator are plugged into the
